This position plays a key role in coordinating entrepreneurship programs, monitoring economic development strategies, and strengthening local business ecosystems in Kigali’s sectors.

Job Purpose and Role Summary

The Team Leader for Entrepreneurship Development and Business Promotion is responsible for coordinating the planning, implementation, monitoring, evaluation, and reporting of economic development programs at sector level. The role involves supervising staff, managing data, strengthening business advisory services, promoting investment, and ensuring the localized implementation of national and city-level economic policies.

In short, this role places you at the heart of Kigali’s development agenda, working directly with entrepreneurs, cooperatives, youth centers, financial institutions, and public sector partners.

Key Duties and Responsibilities

As an Entrepreneurship Development and Business Promotion / Team Leader, your responsibilities will include:

Coordinating the implementation, monitoring, evaluation, and reporting of the team’s activities.

Supervising all staff and promoting knowledge management practices.

Coordinating the implementation of the City of Kigali strategies aimed at localized implementation of national economic development policies.

Ensuring the execution of Cithe ty of Kigali Council’s decisions related to urban economic development.

Maintaining strong technical working relationships with key partners such as:

KESC

Investment and Revenue Generation Team at City of Kigali Head Office

Economic Development & Resource Generation teams at the sector level

BDF, YEGO Centres, and Business Development Centres

Coordinating awareness campaigns to promote local opportunities and attract investors.

Producing analytical reports on the urban economic development environment.

Implementing programs that promote cooperatives, MSMEs, and employment at the sector level.

Promoting the creation and development of new markets and trading centers.

Identifying, mapping, and promoting tourism and business opportunities.

Coordinating campaigns to promote saving culture and access to micro-credit facilities.

Facilitating data collection on employment status within the sector.

Overseeing business development advisory services.

Maintaining updated economic development databases.

Performing any other duties assigned by the supervisor.

This position requires a proactive, analytical, and result-oriented professional capable of managing multiple development initiatives effectively.

Required Qualifications and Experience

To qualify for this position, candidates must hold a Bachelor’s Degree with at least two (2) years of relevant experience in one of the following fields:

Economics

Project Management

Management

Development Studies

Entrepreneurship

Rural Development

Public Finance

Community Development

Agriculture

Business Administration

Business Economics

Entrepreneurship and Cooperative Management

Applicants must demonstrate relevant professional experience in entrepreneurship development, business promotion, economic development, or community empowerment.
